They are probably closer to the provider's DSLAM node than you. DSL can also vary a good bit in terms of ping/latency as well depending on how far you are from the nearest node, and to a lesser extent quality of the line, etc. and speed does not equal latency either.

He wanted to get 20/4 but they said that hes too far but they said to me that i can upgrade so i did

Load on the ISP's network and the node you might be on compared to your friend, load locally on your network compared to his, wired vs wireless vs powerline vs repeater, etc all can vary and impact latency as well.
