choosing between 2 systems

hi everyone,

for a long time now i wanted to build an amd system, but i just found a used intel pc for a good price and I'm having troubles deciding..

system 1(~1000$)

amd ryzen 3600

2*16gb 3600mhz ram

b550m-plus asus tuf wifi

antec 650w modular

1tb 220s transcend

gt 720

system 2(~700$)

used dell optiplex 7060

i7 8700

64gb ram 2666mhz

1tb hdd

1tb sata ssd

gtx 750ti

thank you in advance.

edit: i live in israel, prices here are a bit higher,(ex. ryzen 3600 costs 230 usd here), motherboard is important to me for future upgrades.. gpu will be upgraded in the future since I'm not currently doing any gpu demanding tasks..

budget? workload? both of these are relatively meh for gaming and for 1000 bucks, you build something that's a lot better.

budget? workload? location? but for purely gaming the 750ti is obviously better, but both are meh in all honesty.

The first system it better but for 1000USD it isn't good value.
