Is Use 8x RX 580 For BTC Mining Is Worth It ? or AntMiner S9j is better ?

Never has been, and definitely isn't now. Even during the craze, the only way you could really turn a profit was if you were stealing electricity, as the cost to mine was more than the what you made for the most part. Now that prices aren't as inflated, you'd be even more in the hole.

For Bitcoin mining, GPUs haven't been economical in a very long time (easily 5+ years).  I would look into other currencies that have focused on trying to maintain ASIC resistance.

I currently have Electricity Subsidy from government, and Electricity Cost is not a problem, in China Selected Small Business is Get Electricity Subsidy From Government Because Covid19 Pandemic, is that still worth it in my case ?, and i have a lots of Used GPU

That doesn't make it free, and it doesn't make it harmless. There is a real world cost to running a mining rig. Both the cost of the generation of the electricity, which someone has to pay even if you don't (not to mention the environmental impact), and the opportunity cost of using the hardware and electricity for mining instead of the next best alternative, perhaps folding @ home and a ventilator, receptively.

 

TLDR, I personally find it to be an unethical use of resources to run a bitcoin mining rig, especially since this "subsidy" is due to the current pandemic.

only if:

1) your electricity is cheap

2) those card have no other uses

3) you have good knowledge about computer to take care of them

 

tho i think RX580s are no longer that profitable, if at all?
