So I've got an Alienware 13R3 with a 1060 and a 7700hq, and noticed it was throttling. It was due for a repaste so I did, and still, I can't get the clock past 3.4 GHz. This thing is rated for 3.8. 

 

Temps never exceed 85 now, and I've gone into the bios and enabled 'CPU performance mode' and 'Fan performance mode' which forces the fans to run at 100% all the time and the GPU to turbo up to a certain clock.

Edit: I am an idiot. 3.4 GHz is the max all-core clock. It hits 3.8GHz in a single-core test.

you're still above base freq, which is the all core speed

 

unless you're doing single threaded tasks

Yeah I know I'm an idiot. I was misled because before the repaste even the single core tests weren't hitting 3.8, but now they are.
