what is meant by the highlighted sentence? is this something that beyond users control?

It was (and in theory still is) true of DDR3, which it's talking about there.

 

The binning is done by the manufacturer. It doesn't affect the end user directly.

Ddr4 isn't significantly better than ddr3. It's not really new news, one if better in a certain point and the other is better in another.

When DDR4 was new, there were faster DDR3 kits or the market, because they were OC'ed and had better timings and the DDR4 kits were running on slower speeds. Today any DDR4 >3000MHz kit is much faster than DDR3.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

can i say getting ddr3 these day is generally not recommended unless otherwise for a reason like building a really cheap pc for general purposes?

Um you can't get ddr3 with a platform that runs on ddr4. 

They're not interchangeable if that makes sense.

Well the only reason for buying DDR3 would be to use on an old PC that needed that - you can't use DDR3 on a modern PC that needs DDR4.
