Upgrading from a Haswell i5 4460 system.

Ryzen R3 3300x - replacing i5 4460

Msi B450i gaming plus ac motherboard - replacing Asus  z87i - deluxe 

G.skill aegis ddr4 3200mhz cl16 16gb - replacing Kingston Hyper X Fury ddr3 2133mh

it would help if his workload is multi-threaded, given if he can stretch the budget.

Depends on what he's doing. For me 4c/8t CPUs are on the edge of being recommendable. If you can fit a 6c/12t processor i'd do it.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.

Today the 3300x performs identically to the 3600 because games don't really scale up to 6 cores. 

Later on when they probably will, the 3600 will last longer. Is it worth it? I mean it's an upgrade. It'll probably end up saving you some money in the long run. 

If you can afford it without cutting corners somewhere, then yes it'll be a nice cpu. If you can't, the 3300x is still nice.

If we go b550 it be over budget, plus the msi board was one of the best b450s

He taking a 3D designing/printing class, he isn't gaming much just mostly for the course.

We sold his old cpu, mb, gpu and ram for $210.
