16 GB is better than 8 GB (unless you are only doing office stuff, then 16 is overkill). The extra speed does give you higher fps on modern AMD and the latest INTEL systems. If you are on a Intel 1151 platform, 2400 MHz is fast enough, there won't be much benefit with faster RAM, however you will need those 16 GB for modern games and productivity workloads alike.

i mean 16 gig's is preferred in terms of capacity. 

in terms of performance, if the 8 gig is in single channel and the 16 gig is 2x8, then the 16 gig will perform better, if they're both a single stick kit. then i would go with capacity in all honesty. 

edit, also what timings for both kits?

All things being equal, 8GB 3200Mhz is better, but there's two factors that have to be considered.

 

First, how much RAM are you actually using? More capacity does nothing for you if you already have enough. If you're under 8GB, going to 16GB is zero difference, but if you're paging at 8GB, the 16GB will make it "faster", just because you're no longer paging. In that respect 2400Mhz may end up being faster than 3200Mhz lower capacity, because of the added latency from paging.

 

Second is timings. The clocks are only part of the equation. Something like 3200Mhz CL20 would be slower than 2400Mhz CL12, but 3200Mhz CL16 is definitely faster.
