What are you using the PC for so we know what would give you the best benefit.

 

Your 4GB of memory is a single 4GB stick or 2x2GB? If it's just a single stick another 4GB stick of DDR3 memory for a total of 8GB should help. DDR3 should be pretty cheap to buy on 2nd hand market as well.

Buying an SSD for your operating system will help but will require reinstalling your operating system on the new drive.

Upgrading the older dual core CPU would help a fair bit as well. See if you can find some cheap deals on i5 or i7 2nd or 3rd gen CPUs compatible with your motherboard.

Use their current build as context to get a general idea for what they're willing to spend. Would you spend a million dollars trying to upgrade an Intel Pentium build from 2013? Of course not. Just give some suggestions for cheap things you can do to upgrade an older PC and they can look at how much each of those options cost and decide if it's worth it.

First thing I’d do is get a 240GB-500GB SSD for the OS and most commonly used programs, it will make a big difference. 
 

I’d then look into buying an extra used 4GB kit of DDR3 RAM to bring it to a total of 8GB.
