Budget (including currency): ~4.500 (PLN) (~1150USD)

Games, programs or workloads that it will be used for: I play mainly RTS/4X games (AoE 2, TotalWar Warhammer, Civ V etc) and simulations (Anno, Factorio). I'd like to "futureproof" for multi-gpu workloads in the future.

Other details: 

I'm currently using 8 years old i5-3570K @3.8GHz with 4x4GB of 2133 DDR3 and was recently gifted RTX 2070 Super which replaced excellent GTX 1070Ti I've been using for about 2 years now. Running several tests with my newest GPU (mainly in TW:WH) made me think that the CPU upgrade is long overdue. Having a GPU already, I'm looking for a platform along with a decent CPU, as well as migrating to M.2 main drive. There are several caveats, however.

 

1. I want to keep a possibility open for "streaming" gaming onto other devices in my apartment - I'd like to be able to play on 'on-sight' monitor, stream movies/cinematic games (like Witcher 3) onto the TV (same room, but too far way to drag HDMI cables) and play via my laptop on a couch, if such an arrangement is even possible. This can be an upgrade over time (if an expansion card is needed).

2. I'd like to start with a mid-range CPU (given that I will be just gaming on this maschine in the nearest future), but retain ability for an CPU upgrade without changing the MoBo (I'm willing to spend a little extra now even if  the investment might go to waste, rather than having to replace a MoBo with an upgrade to more powerful CPU).

3. I'd like to support both of my GPUs (afer a CPU upgrade). Now, I'm not talking about SLI (or whatever it is called these days), but rather an ability to control both GPUs separately. Why? I'm a hobbyist AI developer and, depending how some of my ideas pan out and catch on, I might need to use my PC as a temporary host for running real-time prediction engines for off-site users (before migrating to hosting on AWS or Azure once it's economically viable). This ties to the CPU upgrade, as an eg 6 core CPU is likely not to be able to keep up with these 2 cards, running a server and having any horsepower left for me to work with.

 

Having all of this in mind, I have several primary questions:

Should I go AMD or Intel (it seems AMD is clear winner...)?

If I want to upgrade to a more power hungry CPU in a future is it worth investing in an AIO over 'top' AC?

Is a X570 chipset and PCIe 4.0 via chipset at all beneficial for such a setup?

What should I consider for enabling streaming/remote control (not SSH hosting...)?

 

I'm currently considering the following build:

X570 Tomahawk WiFI (~980 PLN)

AMD R5 3600 (~900 PLN)

Aftermarket Air Cooler (NH-D14/15? -> 350/500 PLN)

Meshify C (~450 PLN)

850W Gold PSU? (I have no idea how much power do I need, depending on manufacturer these go for 650-900 PLN)

M.2 250/500 GB drive (any recommendations?)

Samsung EVO 860 500GB SSD (0 PLN - I already have this)
OEM RTX 2070 Super (0 - see above)

 

Is this MoBo/cooler combination capable of supporting something like R9 3900X/3950X or 4000 series Ryzen 9 equivalent? I know these aren't here yet so no definitive answer can be given, but looking at a general trend, what would you recommend?

 

Thanks a lot for any help, I'm really in need as I feel I know very little about PC building and don't really have sufficient time to spend to feel comfortable. The only multi-gpu setups I'm familiar with are mainframe type solutions running unix.
