Rescue Disk

If you ever needed to boot into a rescue disk and you put that rescue disk on a flash drive, is that the only program that can be on the flash drive for the computer to be able to correctly boot off the flash drive and into the rescue disk? Also, what is the best free rescue disk?

You can put other files on the flash drive.

I usually use the ESET cd or Kaspersky. Doesn't really matter all that much.
