Random Problems With Streaming Bitrate.

Its a standard build, its not the best but not the worst. All new components. ( find the build at the bottom) 

When I built the PC, i started streaming for fun, able to stream no problem no dropped frames, no impact just played my games.
(Apex, Cod, League) And to add, i play on an Ultrawide 1440p. 

The last few weeks I started to stream again, & i get dropped frames now constantly, and huge drops in bitrate.

 

Things ive tried

Changed all my stream settings, bitrate, quality, encoder settings, even changed my display to a 1080 at 30fps, still dropped frames. 

Any ideas why I could stream perfectly at 1440p in the past and now i cant do, well, anything?

& yes ive reset my internet. hah.

can i get a photo of your OBS setting's video, and output's streaming tab?

and where are you streaming to? i assume it's youtube since it's 1440p?
