I’d rather have it now especially with summer and my free time along with school right around the corner.  Do you think I should just build what LTT did for their budget 4k editing pc or is there better options?

Because its from LTT, it most likely is pretty good but prices have changed alot since then so it might not be the best.

Take a look at this build, it will be very good for editing. I did not put in a windows license because you can get one for $5 off of ebay (or other reselling sites). You might also want to consider getting a lower tier graphics card like a 2060 super or 1660 super and then sell it and upgrade when the new gpus come out.

I’ve been editing in premiere pro on a early 2015 13-inch retina MacBook Pro.  My editing experience recently hasn’t been so great along with slow exports when using templates and other things.  I want to either build my own pc or buy this MSI P65-1084.  The MSI has a i7-9750H.  Here is an amazon link. https://www.amazon.com/dp/B07TN4C5VZ/ref=cm_sw_r_cp_api_i_F3niFbVQ1EK06

If you could recommend a solid budget CPU and motherboard with great performance that’d be great!

What’s your budget for the entire system and what country are you located in?

I am far from an expert in this so please correct me if I’m wrong.

My budget for entire system is $1,800 or less preferably and I’m located in the US.

With that budget, I would recommend waiting a few months for new GPUs and CPUs to come out. Can you wait or do you want to build now?

Thanks for the list.  I agree with you on the Ryzen 7 3700X after some research of my own that came at the top of the list. I’ll probably just get a 1660 or 2060 as the 2080 may be over kill at this stage in the game.  I’ll also probably do 32gb of ripjaws ram instead of 16.  Can you recommend a motherboard that has built in Wi-Fi for the Ryzen chip?

Unfortunately I don’t know any with WiFi near that price, but you can always add a pcie or usb WiFi card.
