Depends on the game and current frame

For example, if you play minecraft at 200fps there is no point overclocking the cpu even if you have a high refresh rate monitor like 240hz

If its on competitive games like csgo, valo, ow and similar games then i think it is good to oc the cpu as every frame counts espicially if you have a high refresh rate monitor or if youre gettinf less then 100 fps avarage

well overclocking on ambient does not really bring a huge performance boost. 5% at best, a 3300x  and in fact, every ryzen chip doesn't have a big headroom for overclocking, just enable pbp and that should do the job.
