Depends on the game and current frame

For example, if you play minecraft at 200fps there is no point overclocking the cpu even if you have a high refresh rate monitor like 240hz

If its on competitive games like csgo, valo, ow and similar games then i think it is good to oc the cpu as every frame counts espicially if you have a high refresh rate monitor or if youre gettinf less then 100 fps avarage

If you have a decent cooler, enable PBO and leave it at that.

well overclocking on ambient does not really bring a huge performance boost. 5% at best, a 3300x  and in fact, every ryzen chip doesn't have a big headroom for overclocking, just enable pbp and that should do the job.

Enable PBO and but the time you would have spent overclocking the CPU into overclocking RAM.

Enabling PBO should do the trick for you but i don't believe there is much boost in the performance.
