also i heard intel is looking at disabling higher RAM frequency on non Z board

Just don't get a b or an h series board. 

Get a z series board if you can afford it. Also there's no point in getting a locked Intel chip today as well.

If you're not overclocking, I Tel makes absolutely no sense. The only time intel would make sense is with an overclocked 10600K
