Seems a bit draconian?

Could they, would they really do anything if it was modified? It's not like there's much in there.

They don't mean Windows as in the "Microsoft Corporation" sense - it literally means the OS. This is saying that a setting that has been set in Windows is protecting that folder from unauthorized modification.

 

I imagine that you can change that setting, if you really wanted to, though I don't know why.

 

There was a bit of confusion on the web about whether a file/folder/registry with that name might be involved in malware infections - one user certainly thought so, but most indications pointing to that being unrelated to his malware infection.

 

It does not have anything to do with snooping or Microsoft spying on you/your data/or changing settings without your knowledge. So it's no more draconian than, say, UAC, for example.
