Will a bottlenecked GPU increase game performance as I just upgraded from a geforce 1030 2gig to a rx580 8 gig but I still have a athlon 3000g and even tho games look better it is very choppy and laggy

its a 2 core 4 thread cpu. most newer titles arent fan of that. what games are you playing?

PC:
MSI MPG X870E CARBON WIFI                            (motherboard)  |    Powercolor RX 9070XT Red Devil    (Gpu)

ryzen 7 9800X3D                                                                  (cpu)   |   2560x1440 165hz (phillips 27m1c5500v)    (Monitor)
ARCTIC Liquid Freezer III Pro A-RGB 420                (cpu cooler)  |  seasonic focus plus gold 850w      (Psu)
Lian Li O11 Dynamic EVO XL                                         (PCcase)    |  Kingston FURY Beast RGB 32 GB (2 x 16 GB) DDR5-6000 CL30   (Memory)

Steel series apex pro                                                  (keyboard)   |   Razer Basilisk v3 pro    (mouse)

Warzone and fortnite

these games arent happy with 2 core and 4 threads. a 4 core cpu would do better, seems like you want to play newer titles then i would suggest seeing an cpu upgrade. 2600 is running pretty cheap these days. and will help your performance a lot :)

also, what motherboard do you have?
