I've been getting low FPS on games that should run fine on my PC, so I used MSIAfterburner to try to identify the problem.

Turns out that the GPU and CPU usage is dropping is some cases or don't increase even if it can.

Sometimes, I'll get an average of 39 FPS on GTA V, and there are moments when the FPS goes do to 0 the GPU usage also gets on 0%. On the other hand, when I run Battlefield 4, it goes straight up to 92-97%, but I still get bellow 60FPS. I'm using the Geforce Experience settings, with the grass on high.

Crusader Kings 2 (A CPU consuming bitch) also gets bellow 60FPS, even though the GPU/CPU usage don't get over 30%, and I even experience it on The Sims 4, Euro Truck 2, Cities Skylines and Total War Attila.

Temperatures are fine, when playing GTA V both CPU and GPU stay around 70-76°C. The power consumption settings on windows 10 are to performance, all the Nvidia drivers are the latest version, the OS is installed on the SSD, while the games are on a 500GB HD. I've tried turning V-Sync on and off and didn't work.
