Here are some questions:

Does the PC boot at all?

Do you get a signal to your monitor?

Have you taken any troubleshooting steps? (Switching Ram, GPU, CPU if possible)

How exactly is it malfunctioning?

IDK, 3 beeps then a pause. I think its a thermal problem, but I don't know exactly

It looks very dusty on the inside and if it is a thermal issue, give it a good dusting and a new spread of thermal paste if you can. Arctic Silver 5 would be fine for your parent's PC.

In the video it shows 5 long beeps with long pauses which means your RAM isn't being detected. Try re-seating it first, if that doesn't work you either have a RAM failure or a motherboard failure.
