it's good to plan ahead

but for tech stuff, should start planning about 1-2 week before purchase because new things keeps coming out

if you're using it for OS storage, i would recommend u get a better drive

 

the CPU is a bit overkill for most people, what are you going to use the system for?

looking at this list, looks like you have a high budget.

 

wait till septmeber for new ryzen 4000 series CPUs and Nvidia 3000 seires gpus. maybe AMD Big Navi may come out at that time to.
