No boot with motherboard lights and a half second of fanspin

I recently installed two ssds in my pc. When I tried to boot I hear a noise similar to an arc. It comes from a cylinder near a pcie slot. I have leds on back of mobo completely functional but when I power on, the lights flicker, my motherboard fan spins for half a second, and then goes back to its original state; leds on just like normal. Is this a capacitor issue or something similar. Should I attempt to warranty the board, or is there any repair/ solution

 

Also I have ruled out the gpu because the same thing happens with/without gpu
