Budget (including currency): 700-2000

Country: United States

Games, programs or workloads that it will be used for: Photoshop, borderlands 3, VR titles, visual studio, blender

Other details I'm looking at either ITX or M-ATX the goal is to have a super compact LAN box that I can actually use for work.

Above all my main goal is that a MAJORITY of the ports including graphics are USB type C compliant and can carry a display signal much like the Mac books

If display over Type C is your main concern just shop for graphics cards with USB C on the back. I think most RTX cards have it, but do your due diligence in selecting parts. From the workloads listed, maybe a 2060 would be good?

A 2060 may be perfect.

I'm also looking for an ITX motherboard with multiple thunderbolt 3 ports
