The problem started yesterday I think, when Rocket League wouldn't open after just closing it. 
 

Steam will begin to start a game, then tells me "Application Load Error s:0000065432". I also haven't been able to play TESV:SE as it launches the startup menu then crashes and gives me the same error.

I've tried verifying Rocket League, but nothing seems to help. I've restarted Steam, my PC, everything.

Specs don't really matter but;

CPU - AMD Ryzen 7 1700X

GPU - NVIDIA ASUS STRIX 1070 

MOBO - ASUS STRIX B450-F

RAM - G.Skill TridentZ RGB 16gb 3000mhz

I would try verifying the game files integrity through steam, this checks for any errors or missing files for the game and then corrects them

I guess you didn't read... I said "I've tried verifying Rocket League, but nothing seems to help. I've restarted Steam, my PC, everything."

My bad I was a little distracted while reading and missed that part. You may just need to reinstall the game tbh, like there could be another work around but reinstalling is usually a really easy, and depending on your internet speed and game size, relatively quick solution

i don't think the error lies in the game, more in Steam... as the problem is throughout multiple games....
