Temps ok on the cpu ? Also anything else you can see on task manger trying to take all the cpu up ?

Nature of the Beast....

You need a few more cores or higher clockspeeds to reduce that kind of bottleneck...

Or enjoy the same FPS but use Higher details in game.

 

9100f across a few YT videos shows the similar HIGH CPU usages and dropped GPU usages

One Example.

The game is likely taking most of your CPU power to drive what it can...

I hazard a guess your CPU is 90-100% used while gaming in GTA5 and chokes the GPU with such a high load being tasked.

 

Good Temps are not a factor here.
