Hey, ive currently got a 1060 3gb and an 8500 that always runs at around 4ghz (the turbo speed) for some reason but i aint moaning. I'm looking at upgrading my GPU and started looking at a 2070S. this causes a big bottleneck on the end of my CPU but would this be that much of an issue?

It should be fine in most games.

If you plan on spending that much on a GPU upgrade though I'd rather suggest waiting until later this year for Ampere and RDNA2 GPUs.
