Horizontal static lines on screen

I took my GPU out to throw in two fans under it yesterday and after I put it back in my case I started getting weird horizontal static lines on my display port screen, my tv over HDMI appears pinkish and discolored, and both screens will occasionally lose signal and black screen. Does anybody know how to fix this? I’ve tried unplugging and plugging it back in and using DDU. Neither fixed it.

My specs are:

• 3800x
• 600w sf platinum psu
• Asus x570-I mobo
• 32gb g.skill 3600mhz ram
• 2070 super gigabyte

Unfortunately I don’t have access to a different GPU or even an integrated GPU.

Do you see this behavior before Windows starts? In the BIOS?

No it’s perfectly fine in the bios, the second windows starts up it’s all jacked. I’m thinking maybe it’s something to do with the 3D rendering on the card since I have wallpaper engine enabled.

Do you have another drive you could temporarily install Windows to just for a test?
