That's cooler than temps in my country lol.  What makes you think you aren't getting the max performance from your GPU?  What is the GPU temps at?

So is it 90c or 90f?  You used Fahrenheit earlier for room temp, so I'm not sure.  Also how's your case airflow?  My 1070 doesn't even go above 70c in Warzone where it's 100% utilization at all times.

Don't expect lower temperatures, when the ambient temperature is so high.

I used to open the case and use a floor fan to keep my computer cool in the summer. 

At the time I kept my apartment at 80f. 

 

I still use them for testing.

 

The last one I bought was 19" and $19 at Walmart US.

sorry for the long reply time, but i fixed the problem though. Temps stay under 70 f now.
