Check the health of your hard drive with the manufacturer's tools.

You're new here, let me explain how things generally work to make your life a tad easier.

*always* post specs where people can see them (i.e. in the body of the text) don't tuck them away where people are forced to go hunting for them, it's poor form.

Also, when people suggest something to you, it's because they are trying to help you. Don't dismiss them out of hand, because that's a fast way of getting them to stop helping you.

And finally, be as descriptive as possible with the problem, including things you've tried to fix the issue. The more info you can give us, the better we can help you.

So, having said all of this, we start with the basics of troubleshooting:

We ensure the parts you have are in proper working order, starting with your hard drive/SSD.

As @Kilrah said, DOA (Dead on Arrival) is a thing, and in my experience, which encompasses multiple decades of professional computer work, it's far more common than you may think.

Stuttering can be from one of two most obvious things: Failing storage, thermal issues.

We will start with the easiest one to look into, and that's failing storage.

Test both your storage devices, with the manufacturer's tools, and get back to us on what they say, then we will take the next step.

NOTE: I no longer frequent this site. If you really need help, PM/DM me and my e.mail will alert me.
