Horizontal Flickering Lines HELP

Good evening everyone, I am struggling to find out what is wrong with my PC, I keep getting horizontal lines flicking across both monitors. I have sent the GPU off to the supplier for testing and it came back without any issues. I am pretty stuck right now, please help!

Do you have any other GPU to try with?
