I need it for school in August. I'll be playing on a 1080p 60 Hz display for now.

Looks good. Only thing I would change is getting a windows 10 license from a 3rd party site (might have to buy a few as they dont always work but are like $5) and using those savings to get a bigger ssd. Curcial p1 1tb is $100.

Get a 3700x 

And change the PSU to something like a rm550x or a tx550m

And get rid of the windows license.

Quick rundown for the part selection:

• the 3800X is just a slightly better binned 3700X, it's really not worth the extra cost considering the actual difference in performance will be unnoticeable in the real world
• an NH-U12S will pair just nicely with the 3700X (or any current-gen CPU on the AM4 platform really), while being infinitely more reliable than any AIO, for the simple fact that there are fewer moving parts
• the B550 Aorus Pro has slightly better power delivery and a better memory topology compared to the TUF X570-Plus, and also has some nice additions, like 2.5G LAN and better onboard audio
• this particular Ripjaws V kit is granted less RGB but is faster
• the Silicon Power A80 offers really all that the 970 Evo does, but at a much lower $/GB
• 2070 Super is slightly faster than the 5700XT and also a great option for streaming because of the integrated Turing NVENC encoder; if you were to go with the 5700XT though, I'd advise against going with an ASUS Strix or any other ASUS variants for that matter and instead getting an MSI Gaming X
• solid airflow optimised case (you also forgot to add in a case in your parts list)
• high-end PSU, better than the EVGA GA; also, 550W will be more than plenty for these parts
• a couple high quality 140mm fans that I'd suggest setting up as intakes in the front of the Meshify C, and having the included fans as exhausts in the rear and top

As it's relatively close to the 2070s and is usually a lot cheaper

Many sellers on Amazon in the EU. Because re-selling Windows keys is LEGAL in the EU. Thank Germany for that one. The only problems you might have is if you activate using a signed-in MS account - best to use a local one.

If the budget allows for a 2070S I'd still get that personally. I mean, it still is faster, even if not by a lot, it's more power efficient and still has an arguably nicer feature set.

But yes, the 5700XT is definitely not a bad option, especially when it's a good variant of the card, like a Gaming X, Red Dragon, Pulse, etc.
