you can get something like this but its better to get a optiplex like @PorkishPig  said as thats a much better option if you just need a basic thing.

A RPi 4 can do that.

For this light of a workload you'd be best off getting an Intel NUC. Though an Intel Compute Stick could also do this, you'd have a much smoother experience with the beefier NUC, and it's still small enough that you could strap it to the back of the TV.
