I want a budget cpu and motherboard for 8gb ram 2666mhz and gtx 1050ti with 450 watt psu. Any recommendations? 

I was thinking to get the ryzen 5 3600 with b450 but I think my gpu would bottleneck that, however am okay with that bc later on I'll probably upgrade.

No it won't 

But if your on a tight budget get a 3300x which is identical in gaming performance  

As for the board a tomahawk max or a mortar max or a b450 pro 4 should be pretty good

There will always be 1 bottleneck in any system. There is no way to avoid that. A 3600 would do fine. 3300X is another good budget option, but i'd not get a 4-core-CPU myself in 2020.

If someone did not use reason to reach their conclusion in the first place, you cannot use reason to convince them otherwise.
