The i5-8400 cannot be overclocked. The turbo-boost 4Ghz is for one single core only and for a short period of time, set by Intel and maybe slightly extended by some motherboards, but it's not related to the CPU temperature. Only Ryzen autoscale with temperature differences.

You can try to activate MCE if you motherboard supports it to "kinda slightly auto-overclock it", this might net you some small performance improvements. Without this and any other options enabled, your CPU should temporarily reach 4Ghz on one core and A MAXIMUM of 3.8Ghz on 6 cores. If you NEVER go past 2.8Ghz in any case or on any core, than something is not working right.

Yeah like my i7 8700 can technically boost up to 4.6GHz and has a base of 3.2GHz, however when put under stress, all the cores usually shit right around 3.4-3.6GHz. I also can't get my CPU above 81C with the stock cooler during a Prim95 stress test should it's also not throttling.
