This is the CPU temp

no, install hardware info 64 and monitor temps WHILE playing a game...like your SOTTR for example.

| CPU: Core i7-8700K @ 4.89ghz - 1.21v  Motherboard: Asus ROG STRIX Z370-E GAMING  CPU Cooler: Corsair H100i V2 |
| GPU: MSI RTX 3080Ti Ventus 3X OC  RAM: 32GB T-Force Delta RGB 3066mhz |
| Displays: Acer Predator XB270HU 1440p Gsync 144hz IPS Gaming monitor | Oculus Quest 3 VR

Yes, that is the latest BIOS version for that motherboard.

monitor your CPU clockspeed and CPU temperature while gaming...so we can confirm the CPU isn'T trottling for some reason...it can be power, heat, VRM...etc.

If this is helpful i managed to snap a picture of the latest benchmark i did and it seems that it is working fine now.

Doesn't mean its fixed. If all you did was boot (cold boot) and run the bench before its actually warmed up your parts to throttle....
It may only throttle after some time...and you may only notice it at random, but it may still be there...

Please use HWINFO in the background, and run your game,..even in Windowed mode fullscreen to make sure you don't throttle CPU via VRM and other factors while in extensive loads (when heated up over time)

Maximums - Asus Z97-K /w i5 4690 Bclk @106.9Mhz * x39 = 4.17Ghz, 8GB of 2600Mhz DDR3,.. Gigabyte GTX970 G1-Gaming @ 1550Mhz

Ok, here is the list from HWINFO after running a SOTTR benchmark.
