Well the place I live the real feel temperatures in summer touched 45c to 47c too and inspite of that my idle temps never exceeded 45c with the stock cooler gaming wise I have never seen my CPU usage exceeding 60% but I have ran benchmarks that stressed my processor to 100% usage and even then the max I hit was around 85c I think. So I think it's better you remove the cooler remove the old thermal paste and reapply new paste.

Also which CPU cooler are you using ?

will my cpu or other components get damaged and other thing that i noticed is that cpu usage go to 100 while loading and temperature (75to85) and usage comes down during gameplay .

Try removing the old thermal paste and applying new one and see if the temps improve. 

Also the Intel stock coolers aren't the best ones.
