So I've recently noticed a strange bug. It definitely doesn't seem like intended behavior. 

Whenever I load a youtube video, or any sort of video file format, or video content (not games), there's a 1 second delay, and then it looks like the brightness of the video has been increased. Almost like a white film or filter. 

This doesn't happen when I only have one monitor enabled in windows. 
I've tried disabling freesync, disabling custom color modes, Any other monitor specific color modes. I've tried resetting my drivers to default settings, and it keeps happening. I can't find anything in windows settings about auto-video quality settings or anything like that, so I'm honestly quite confused. If anyone else has a similar issue or knows what it might be, I'd greatly appreciate some help. Usually I can dig into this kind of thing but it seems so odd.

No, neither of my monitors support HDR. One of them supports free sync, but even when it's disabled this happens. It only happens when both monitors are enabled (extended view)

Update: It only happens with 1440p and 4k youtube videos, as well as any .webm format content. 

This is on Chrome, and Chromium Edge. This does NOT happen on Firefox. 
It also does NOT happen when hardware acceleration is disabled.
