If i were to buy a graphics card, should i go for an OC version or just try to overclock a stock one myself, either from the BiOS or with a program like afterburner

OC is just marketing, some board partners slap "OC" on their cheapest card they make. Just get whichever cheap card is available to you that has a decent cooler.

 

Either way, GPU boost will take the clocks way above the rated boost speeds.

Sometimes OC versions have a much better cooler system, so it depends. It means that having a better cooler system, you could easily go further on OC. But a Stock model you can easily reach OC clocks too.

I think with modern cards the amount of cooling it has governs how fast it will go.

 

For example I have two types of  RTX 2080 tis. One is 2 slots thick with 2 fans and the other is almost 3 slots thick with 3 fans. They both are capable of the same clocks but the 2 fan card has to have the fans at 100% to do the same clocks as the 3 fan card with the default fan curve.

The only way the 2 fan card can win is if it is water cooled.

 

So I thing the best cards are the ones with the best cooling.

I wouldn’t bother with an Oc version on recent cards. 
Not when they boost higher and the few hz it claims won’t do anything for an actual FPS.
