ok so i wasn't able to find a thread about this anywhere, though it probably out there, but my video card is running hotter than I'm happy with, but don't wont to water cool so how can i air cool my video card. It is running at about 46c under medium load and i want it closer to 36?

More airflow to the fans, more powerful fans on the heatsink, better aftermarket heatsink, etc.

CPU: Intel i5-2320 @ 3.9gHz

GPU: MSI GTX 670 PE @ 1411/7387

45C in medium load? thats great! GPU's can handle up to 80-90ish degrees, To add mroe airflow add more fans in your case. And make them blow directly to the GPU.

Those are really good temps. IF you want to lower them even more, you will have to get an aftermarket GPU cooler. 
You can also attach an all in one cooler to the GPU, but it will require some modding.

7750 isn't a terribly demanding card, the Accelero Xtreme would be over-over-overkill. I honestly think you're fine though.

If you want a new heatsink, get one of Arctic's coolers with 2 fans MAX. You don't need very much cooling power.

yea i tend to go over board with my fans but my system is nice and cool other than my vid card and what about just adding a pci slot fan card

Video cards are generally the hottest part of your system. You're completely fine though, if you want to buy an aftermarket heatsink, get a single or double fan heatsink. It'll be plenty!
