Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

I Looked again and I still can’t see it but that doesn’t mean it’s not there.  based on the period alone and the assumption that it’s something subtle I can’t see, it could be software that doesn’t run all the time, or possibly outside power interference like a big motor nearby.  Big motors produce EMF, and ones that automatically turn on and off like refrigerators and such can produce power fluctuations.  I’m just guessing and neither Neither Guess is very useful :/.  All I got though.  Others may have more.  
 

In the vein of more random fumbling, For the software thing maybe look for power or cpu program usage spikes while it’s happening, and for the power spike thing perhaps a power meter on the outlet.  If there is an app doing it the app will have to use the CPU.  The outlet thing might show a momentary fluctuation.  I have even less hope for that one than the CPU usage thing. Neither may be useful even if they’re what is going on.  I Wish I had more for you.
