Bottleneck

If I put a 2080 ti with a ryzen 5 2600x would it create a bottleneck? Im trying to figure out which part to upgrade first.

What resolution? At 1080p, yes. But not one you'd notice unless you're playing at high refresh rates. At 1440p maybe slightly, again not noticeable except at high refresh rates. At 4K, not much of a 'neck at all.

Unless your target is 300 FPS/Hz, then not really.

Most cases no it won't 

At 1080 ? And high refresh rate yes it will 

A better cpu especially with better ipc count will improve the performance 

At 1440 or 120 or so refresh rate then no not really

currenly i have a 1080p 144 hz monitor but im looking to get a 1440p at 165 hz soon

for the 144p and 165hz it wont create any bottleneck

Yeah that's high refresh, some games won't make it above 120fps or so in my experience with these CPUs (R5 1600, 2600, and 2700X). At 1440p it may slightly bottleneck, but no major issues.
