If you want an FPS lock, best is to do it in Nvidia Control panel if you have an nvidia card. This does it at the driver level and eliminates input lag.

i had the same problem, even after turning off V sync my FPS was capped @ 60. the problem was i was using RTTS for monitoring the FPS and in RTTS there is a limitation for FPS which was set as 60. once i turned off it then im able to hit 90FPS smoothly
