Like @bluescope819 said, it is not required. It is used for heavy overclocking.

And by heavy they mean competitive with things like liquid nitrogen, not your average air or water cooling.

Its quite bizarre that motherboards are being manufactured with such features now.  Apparently we hadn't thought of enough ways to waste our natural resources so we can to figure out how to prematurely kill PCs too to bump up the e-waste.
