I would say that the coolant is fine up to 60 degrees C because that is (at least according EK) maximum temperature for the pump.
I have a setup similar to yours (2x360mm rads) and my liquid temperature range between 25C and 38C, but perhaps the measurement also depends on the sensor used.
The fans on my radiators run at 800 RPM until the liquid reaches 30C. After that, they ramp up in a linear manner up to 1200RPM at 40C.
That said, although is convenient to use the liquid temperature to set up a less spiky fan-curve, in my opinion the cooling performance should be assessed by watching the component temperature and not the fluid temperature.
