i have an i5 3570k with a ga-z77-hd3 mobo i wanted to overclock so i changed the core clock  to 4 ghz i went into cpu-id and stressed the cpu but it never went over 3.6ghz i went back to the bios to check but it was still at 4ghz 

so i gave up and tried easy tune but when installing it said this is not a gigagyte product

What happens when you attempt to modify the core clock using a software utility such as Intel XTU?

 

It's possible you modified the single core turbo frequency - if I remember correctly the 3570k behaves as such (source - I used to have one):

 

- 4 core turbo: 3.6GHz

- 3 core turbo: 3.7GHz

- 2 core turbo: 3.7GHz

- 1 core turbo: 3.8GHz

 

Usually you can get around this by disabling Intel Turbo Boost and then setting the core frequency multiplier to your desired frequency in the bios.  The only drawback of this is that your CPU will run at this frequency 100% of the time, increasing heat output and power consumption.

What does Task Manager say?  Generally it's not the most accurate but it will give you a reading within an acceptable range of the actual value.

 

If the option presents itself in your bios, disable Intel Speedstep and see if that makes any difference.

 

If that doesn't work, try modifying the 1, 2, 3 and 4 core turbo ratios to 4GHz.
