I would expect one sometime around the launch time of the 800 series. That's what history tells us.

Why not?

What will the 790 compete against? answer: the 780ti or the titan black.  Why would Nvidia release a gpu  that would only hurt sales of their own cards? Especially when the titan black would probably be within the same price  range as the 790, aside from 4k (that hasn't been exceptionally popular yet) why do you need so much power. Also the cost of developing a dual card is from what I can imagine very costly and for what? To take the worlds fastest title from one card to another, or sell very limited numbers to enthusiasts who game at 4k.

I thought if they would have come out with a 790 it would have been before the Titan black edition, or announce it around the same time. If maxwell high end cards take long enough to produce over this next year. Then we may see a 790. Due to the nature of 20nm process. That is my opinion
