Sometimes low and sometimes high fps

Sometimes getting around 10-15 fps low in all games nd sometimes getting high(normal) fps in all the same games.

There is a temporary fix:

 

DISM /Online /Cleanup-Image /RestoreHealth

DISM /Online /Cleanup-Image /RestoreHealth /Source:D:\Sources\install.wim

DISM /Online /Cleanup-Image /RestoreHealth /Source:C:\$Windows.~BT\Sources\install.esd

SFC /scannow

 

If I enter these commands in cmd nd restart the pc then the problem is fixed temporarily. 

So can anyone tell me if the issue is hardware or software related? Nd could it be an issue of CPU overheating nd reducing performance??

I have also re-installed the graphics drivers but it didn't help.

R5 3600

RTX 2060

16gb(8×2)3000mhz
