Ryzen Power and Clock Issues

My Ryzen 5 3600x seems to be maxed out at 77W of power consumption in all cases even after changing all limits in the bios and In Ryzen master, Also HWInfo64-4185 reports the power deviation at 137% meaning the motherboard may be over reporting how much power its giving the CPU causing it to use less. And this may be why my CPU will not stay at proper boost clocks during games.

Anyone got any Ideas?

what does the clock drops to?

 

by power limits, you mean PPT EDC TDC?
