No mobo mentioned.  Also ram speed may be an issue.

 

”flickering” implies PSU issues or a bad connection depending on what you mean by flickering. 
 

also that cpu was released in 2013.  Might be new to you but it’s used stuff.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

The motherboard is a ga-h97m-d3h gigabyte and the ram and cpu I got from a prebuilt it is sram ddr3

Have you tried clearing the cmos ?

I never found out the problem but it did work when i bought a new mobo and cpu as the mobo was used before hand which was probably the source
