Help problem with new build

So every time I turn on my new build the fans and rgb are flickering bit the power stays on but no video output 

Build spec

4130 i3 3.5 ghz duo

16 gb ram 4 × 4

2 hardrives 

Gt 730 

500dx case be quiet!

No mobo mentioned.  Also ram speed may be an issue.

 

”flickering” implies PSU issues or a bad connection depending on what you mean by flickering. 
 

also that cpu was released in 2013.  Might be new to you but it’s used stuff.

The motherboard is a ga-h97m-d3h gigabyte and the ram and cpu I got from a prebuilt it is sram ddr3

Yes I booted it bare bones one stick of ram no gpu and just the cpu fan running no case fans

Yes and the power supply is a 400w evga I also replaced the cons battery

I never found out the problem but it did work when i bought a new mobo and cpu as the mobo was used before hand which was probably the source
