If you just lower your graphical settings to like medium a ~$100 RX 470/480/570/580/590 from ebay will be just fine, 8GB preferably. Would be the best card for the money around that price.

Slightly above budget; also wouldn’t faster ram be needed? I’d also like fans in the build rather than a single.

Just step down to a 1660 then and get some extra fans (not needed to be honest)

As for the RAM - it's fine. You can spend 5$ more for DDR4 3200 CL16 but you're heavily budget-limited.
