The display in question is samsung SyncMaster 971p to whom it may concern, this started happening recently, and it doesn't happen on my other display. i tried switching the display outputs, but nothing changes. the first image is of my HDMI display and the 2nd is from the display in question, i know the pic quality is poop but artifacts are clearly visible. I tried running the HDMI display on DVI to check if my port is broken but no artifacts occur.

So you don't have artifacts with DVI? Have you tried a new cable?

The cable might be the one to blame here, i switched the outputs on the displays and rebooted my system and now its the HDMI Display that's having issues. but then that doesnt seem like its the cause as the issue fixes itself when i yank the cable out of my gpu and plug it back in, so maybe windows update fucked something up, like it may be trying to run the display at 10 bits or smth

Sounds like a cable issue if replugging works.
