Mh depends how you define small.

The 212 EVO from Coolermaster is very inexpensive and very good.

It's also quite a bit smaller than other tower coolers.

Price/Performance goes to the Coolermaster Hyper 212 Evo hands down. Also whisper silent if acoustics is an issue for you. If you want something smaller then something like a Corsair H80i or H60 will do but they are both quite a bit more expensive.

I am looking for a cpu cooler that is either liquid or air cooled. Right now im planning to buy the be quiet shadowrock. I know this is not small but right now its the cheapest and best option. I am using a i5 4670k if that helps. Thanks

Try corsair h100i or corsiar h60i, depending on the fit. with Noctua NF-F12 fans (if i'm remembering the model correctly)
